SHELLING OF COMMUNE
N. Vietnam Charge

North Vietnam charged that three warships operating under the command of United States and South Vietnamese authorities shelled one of its communes yesterday, burning a number of civilian houses. The North Vietnamese complaint broadcast by Radio Hanoi and monitored in Tokyo, was made by the head of the liaison mission of North Vietnam’s Army High Command (Colonel Ha Van Lau) in an emergency message to the Indian chairman of the International Control Commission in Hanoi. The alleged attack was the fifth such military encroachment claimed by Hanoi since November 25.
