FIGHTING IN CONGO
Cease-Fire Proposed (N.Z.P.A.-Reuter—Copyright) NEW YORK, Dec. 24. The African members of the Security Council proposed tonight that the United Nations request U Thant and the Organisation of African Unity, “acting in concert,” to seek a cease-fire in the Congo. They also proposed in a draft resolution that the council request all states “to refrain or desist from intervening in the domestic affairs of the Congo.” The draft also would have the 11-member council encourage the African regional body “to pursue its efforts to help the Government of the democratic Republic of the Congo and the other polemical factions to achieve national reconciliation.” All states should assist the O.A.U. “in the attainment of these objectives.” The document was tabled after an unprecedented Christmas Eve meeting of the council.
