“The Government clearly recognises some of the most pressing needs of the universities in this country,” said the Acting Vice-Chancellor (Professor N. C. Phillips). Professor Phillips said all would welcome increased grants for libraries and the extended scheme of postgraduate scholarships which should help New Zealand universities to build up their own graduate research schools. This should also reduce the loss of many of the best students who might otherwise go and stay abroad.

The Minister’s statement that each university had freedom to spend its grant according to the wishes of its council was essential to the university concept and the two restrictions mentioned were reasonable. “In Canterbury we are well prepared with plans for the development of university extension work,” said Professor Phillips. “This will be undertaken with enthusiasm.” He hoped the provision for improvement of staff-student ratios would not be too “modest.”
