COOK IS. COUNCIL

Functions Of Crown (N.Z. Press Association) RAROTONGA, Sept. 9. The Legislative Assembly of the Cook Islands decided today that the functions of the Crown under the new constitution, to come into force next year, would be assumed by the New Zealand High Commissioner and two arikis, the three to be known as the Council of State. One of the arikis is to be chosen by the arikis of Rarotonga and the other will be chosen by the arikis of the outer islands.

They will serve for a term of four years and be eligible for reappointment. .
