Insurance Scheme For Citizens
(N.Z. Press Association— Copyright) CANBERRA, August 27. The Commonwealth Government would probably favour an insurance-style scheme to provide compensation for victims of criminal offences, legal experts said today.
This is the alterenative to compensation being paid from a Government fund, as in New Zealand.
The experts said an insurance scheme did not have the “taint” of an injured party virtually suing the Government.
The Commonwealth is seek-, ing agreement among the States on a system of compensation. The issue has already been discused at a conference between the Federal Attorney-General (Mr Snedden) and ■ the State Attbrneys-General. Compensation is being considered by the Commonwealth for victims of crime in the Australian Capital Territory and the Northern Territory. It hopes this will give a lead to the States.
Observers predict the Commonwealth plan will not be put into operation until agreement has been reached with the States on the method of compensation. Legal experts said today there would be no constitutional difficulties in the Com-
monwealth adopting the New Zealand system of a Government fund. x
