LONDON, Aug. 4.

Sir Geoffrey de Freitas, who will leave his post as British High Commissioner in Kenya in October, said in Nairobi yesterday that he was leaving because of East Africa’s failure to form a federation.

Sir Geoffrey de Freitas said he had accepted the post after believing a declaration by Tanganyikan, Ugandan and Kenyan heads of government that an East African federation would be formed by the end of last year. The federation was still in embryo and he intended returning to London. (On Sunday, Mr Kenyatta told a Kenyan rally that the call for federation by the end of 1963 had been purely a ruse to persuade the British Government to speed Kenya’s independence.)
