Rebuff To Castro

WASHINGTON, July 7.
The State Department today brushed aside a reported offer by Dr. Castro, the Cuban Prime Minister, to halt subversive activities if the United States would cease aiding opponents of his regime. The department said in a brief statement that the issue of Castro-sponsored subversion elsewhere in the Western Hemisphere was “not negotiable.”
