'Firmly Opposed’ To Absolute Liability
(N.Z. Press Association) NAPIER, June 30. The president of the North Island Motor Union (Mr H. W. Dowling) has returned from a tour of Canada- and the United States more firmly convinced than ever that the introduction of absolute liability for motorists in New Zealand would be a retrograde step. He said today he was also convinced that the speed limit here should be raised to 65 miles an ' hour, that parking meters were not the answer to traffic control, and
that New Zealand should plan for traffic needs 20 years ahead.
Mr Dowling, who is also the president of the Automobile Association (Hawke’s Bay), said his visit to North America was primarily to present a paper on absolute liability to the Commonwealth motoring conference, at Ottawa.
“I found that no province in Canada was even remotely considering any change in the law to make motorists liable to pay compensation to people injured in an accident where no negligence had been proved,” Mr Dowling said.
