MINISTER IN FAVOUR

Youth Juries Plan (Parliamentary Reporter) WELLINGTON, June 25. The Minister of Justice (Mr Hanan) wants close study given to the idea that youth panels or juries co-operate with . judges and magistrates to assess crimes among young persons and their punishment Mr Hanan said . today he had already given some consideration to the recommendation made by the Youth Forum held in Wellington in May. He said he believes “there is something in the idea that is worth serious thought.” By giving young persons a role in the treatment of crime it would increase their insight ' and responsibility, and would also encourage them to play more part in public affairs in their early adult life, he said. It could also be helpful to the courts in coming to a better understanding of the outlook and attitudes of the young offenders who came before them.

Mr Hanan thought the idea should, be tested out in an area such as Auckland. However, the child welfare legislation was now undergoing a comprehensive overhaul and it and other questions would be considered by the departments concerned. Mr Hanan said he hoped legislation would be prepared in time for introduction during the next session- of Parliament
