President de Gaulle today told Mr Khrushchev that the troubles in Cyprus were a problem for Britain. Greece and Turkey to solve in agreement with the Cyprus Government.

His message, handed over in Moscow today, replied to one from Mr Khrushchev 10 days ago warning against any intervention by the North Atlantic Treaty Powers in Cyprus. General de Gaulle did not rule out the possibility that “other procedures” might be necessary if the quick solution, which France greatly desired, did not come about. France declined to take part in an international force to keep the peace in Cyprus, as suggested by Britain, because she was not among the nations guaranteeing Cyprus independence and had no part in the Zurich and London agreements on the subject. France’s attitude might have been different, the Government spokesman said, had she been asked by Greece. Turkey and Cyprus to send troops to the island.
