President Johnson told Congressional Leaders today that civil rights “cannot be ignored another 100 years or even another 100 days.’’ The House of Representatives Speaker, Mr John McCormack, said he had briefed the President on efforts to pry civil rights legislation out of the House Rules Committee by a discharge petition. To force the committee to give up control of the bill, the discharge petition must have 218 signatures. The petition filed yesterday has 131 signatures and the number is expected to swell to 165 or 170 by tomorrow.

President Johnson also assured the leaders that the United States has the military strength to survive a surprise attack and destroy any aggressor.
