Majority Down LONDON, November 8. Sir Alec DouglasHome won the Kinross and West Perthshire byelection, paving the way for his entry to the House of Commons. The Conservative majority was reduced by more than 3000 votes from the 12.248 in the 1959 General Election. The result of the by-elec-tion was: Sir Alec Douglas-Home (Conservative), 14,147 votes. Mr Alastair Duncan Millar (Liberal), 4819. Mr Andrew Forrester (Labour), 3752. Mr Arthur Donaldson (Scottish Nationalist), 1801. Mr lan Smith (Independent Conservative), 78.
