Build-Up Claim By Russia (N.Z. Press Assn.—Copyright) NEW YORK. November 6. The Soviet Union charged today that West Germany was building the foundation for a multi-millioin-man army, the Associated Press reported. The Soviet delegate, Mr K V. Novikov, made the statement in the United Nations Main Political Committee. He was replying to a statement delivered by the United States Ambassador, Mr Charles C. Stelle, on October 31, in which Mr Stelle denounced Communist attacks upon West Germany as “slanderous'' Mr Novikov said that West Germany lad made plain that it was ‘'too big for its N.A.T.O. breeches,” and had established a force of 120,000 men as trained reservists, in addition to its regular armed force under N.A.T.O. of more than 400.000 men. He said that in 1966 the reservists would total 2.000.000, and these will be the foundation for a multi-million German Army. Mr Novikov said: “The very idea of the creation of N.A.T.O. forces was born because of the desire to give nuclear weapons to West Germany.” The demands of Botin “to obtain nuclear weapons at all costs is one of the most alarming aspects of today.” He described West Germany as “stuffed with nuclear weapons.”
