Higgins, secretary of the Notional Water Safety Committee, sttid today. “Once again MrraH children strayed into danger, an older one drowned after getting into a rthwition, and there was the inevitable boating accident," he mid. The brighter side at the Story was that only eight people drowned last month compared with 12 in September, IMB. Drownings to all age groups were toe same or fewer, with one exception. Four children under five drowned, compared with one to September. 1982.
