August 20 Communist Asia was a declining society and China's ability to wage major war was on the wane, the United States Assistant Secretary of State for Asian Affairs, Mr Roger Hilsman, said tonight. United Press International reported. He told the National Legislative Conference that China's much-feared burgeoning millions of people were in fact a liability instead of an asset in the face of its many economic and military problems On the other hand, the peoples of non-Communist Asia, led by the outstanding examples of Australia, New Zealand, Japan and Thailand, had shown remarkable progress in the last 10 years.
