The Australian External Affairs Minister (Sir Garfield Barwick) said today Australia sincerely hoped France would not test an H-bomb in the Pacific. Speaking in the House of Representatives, Sir Garfield Barwick said it was a matter for profound regret that France, by declining to become a party to the partial Nuclear Test Ban Treaty, had made the treaty less than effective.
