Rail Rules Dispute

(NJB. Press Assn.—CopyrigM) WASHINGTON, July 21. Hie Labour Department has ananged a aeries erf meetings with union and management representative* through the week-end in an attempt to resolve the continuing railway work rules dispute. The Secretary of Labour, Mr W. Wirtz, aaid yeatexday that meeting* with leader, of toe carriers and five unions would be held in a further effort to reach agreement before President Kennedy submits recommendations for legislation in toe dispute to Congress tomorrow. Mr Wirtz’s announcement came shortly before the release of a report on toe facts of toe four-years railway dispute drawn up by a aixman committee named by the President. Review Of Issues The committee’s report contained no recommendations to settle the dispute but merely reviewed the issues involved for a background to legislative proposals by toe President Congress will have a week from tomorrow to take action on toe President’s recommendations. The carriers have agreed not to put into effect new work rules eliminating thousands of new jobs until July 29. The unions also have agreed not to strike until that date.
