Principles For Lottery
(N Z. Prest Association) WELLINGTON, April 25. The principles to be adopted by the Welfare Services Distribution Committee for the allocation of lottery profits were announced by the committee after its inaugural meeting recently. They are: Wherever practicable, the committee will deal with the established national headquarters of applicant organisations rather than with their constituent branches or members. Each case will be dealt with strictly on its merits, bearing in mind the purpose and value to community life of the applicant organisation. Each organisation (except charitable organisations which have limited fundraising facilities) must show a reasonable degree of self-help before any assistance will be given. In general, only in respect of charitable or philanthropic bodies will grants be considered for administrative purposes. Assistance will not generally be given when the finances of an organisation disclose that its proposed activities can reasonably be financed from existing resources. Unless there are exceptional circumstances, assistance to individuals will be given only in the case of disabled persons who are unable to use public transport and who need cars with special controls to enable them to take part in or continue in useful employment.
