TALKS ON BERLIN

(NZ.P.A.-Reuter—Copyright) WASHINGTON, March 26. The United States and the Soviet Union today resume their exploratory talks on Berlin to try to find a basis for negotiations on the problem of the divided city. The United States Secretary of State (Mr Rusk) and the Soviet Ambassador (Mr Dobrynin) will meet at the State Department for the first, high-level discussion between the two Governments on Berlin since the inconclusive series of discussions last year. The new talks are being held at the Soviet request. But United States officials have said there has been no indication from the Russian side that it is prepared to modify demands for the withdrawal of Allied troops from Berlin which the United States holds is not a subject for negotiation.
