NON-PAYMENT OF FEES

“Serious Concern” At Hagley Use of the Hagley Golf Club’s course by some persons for play or practice without the payment of green fees was causing serious concern, the dub informed the management committee the Canterbury Provincial Golf Association by letter at a meeting. Unauthorised use of the course after the greenkeeper had ceased duty for the day was particularly noticeable in the summer months, it said. "Some have been challenged by members, who have been told most aggressively that the park is public property and the payment of green fees cannot be enforced.” said the letter. "This is, of course, not correct, as a yearly rental is paid to the Christchurch City Council and my club is no different from any other club in the matter of the levying of charges for the use of the links.” The management committee decided to advise clubs to make it known that it was an offence to play on Hagley or, for that matter, any other course, without the payment of green fees. Handicapping System

The committee discussed the American system of handicapping, which the Auckland association is endeavouring to have accepted on a Dominion-wide basis, in order to instruct its delegate to the annual meeting of the New Zealand Golf Association in Wellington on April 4. Decision was deferred until the next meeting, to allow members to study the proposal and form an opinion. The president of the association (Mr J. P O’Gorman) was appointed delegate to the annual meeting of the New Zealand body. Mr C J. Ward was re-elected as Canterbury representative on the New Zealand Golf Council and Mr O. A. Y. Johnston was nominated as a vice-president. The committee resolved to support the nominations of Messrs N. J Ellison, H F. Goddard, and H A. Hansen as resident members of the council. The Waimakariri Gorge club, formed last year, was granted membership of the association, subject to its registration with the New Zealand body.
