The Prime Minister of Uganda and the Vice-Preai-dent of Tanganyika arrived in London today from East Africa for talks with the Prime Minister (Mr Macmillan). The two leaders. Mr Milton Obote, of Uganda, and Mr Rashidi Kawawa, of Tanganyika, are to discuss the constitution of the East African Common Services Organisation to which they belong, but observers believe their talks will centre on the issue of independence for Kenya, its third member.
