N.Z. Criticises France, Russia
(N.Z .P. A.-Reuter— Copyright) NEW YORK, December 10. New Zeaalandi's delegate. Mr F. H. Corner, today called on France and the Soviet bloc in particular to recognise “that peace is a common responsibility and ■that all nations have to share responsibility today for its maintenance.” He told the United Nations Budgetary Committe° that New Zealand fi.und ‘‘disturbing’’ the attitude of these nations and some Middle East States, which have refused to contribute to the upkeep of the United Nations emergency force in the Gaza Strip. The Soviet bloc’s refusal to “accept the will of the Assembly” was less surprising than France’s attitude. He said it was the nature of Communist doctrine to refuse to accept the supremacy of any group outside its own system. Claiming the right to pick and choose which of the United Nations peace-keeping operations to help pay for was to ’’transform collective security’ into selective security and this is to destroy the base on wihich the United Nations rests,” he said. New Zealand had not necessarily fully approved all the United Nations undertakings, but had looked beyond its own self-interest. Mr Corner said that if the Great Powers should now dissociate themselves from collective security, the outlook for the United Nations would indeed be ominous.
