London Talks Open (H2. Press Assn.—Copyright) LONDON, Dec. 10. Talks on the future of the secessHxiJthreaitened Federation of Rhodesia and Nyasaland opened today. Britain's Central African Affairs Minister (Mr R. A. Butter) conferred with three senior ministers of the Federal Government The ministers—■the Deputy Prime Minister (Sir Malcolm Barrow), the Law Minister (Mr Julian Greenfield) and the Finance Minister (Mr John Caldicotit) lunched with Mr Macmillain before the formal discussions.

Their visit is seen by political observers as part of an imminent showdown between the British Government and the Federal Prime Minister (Sir Roy Welensky).

The crux of the issue is the right of any of the three federated territories—Northern and Southern Rhodesia and Nyasaland—4o secede from the federation. The Federal Government disputes Britain’s right to act untlarteraUy to bring secession about.
