City Council Buys Land On Town Hall Site

The City Council has bought for £76,250 land owned by the Church Property Trustees on the site of the town hall and civic centre recommended by Professor Gordon Stephenson, including the Limes Hospital area.

This was reported by the Mayor (Mr G. Manning) last evening after the council had heard in committee a report on negotiations. Hie question of rent to be paid for part of the property the church wished to occupy in the meantime would be discussed with the trustees, he said.

“This represents a significant milestone in the history of the town hall negotiations,” said Cr. H. G. Hay, chairman of the town hall committee. “Since Professor Stephenson’s report the city has been more unanimous than ever before on the site, and citizens will be relieved to see that the first major step has been taken in the acquisition of the land.” The Church Property Trustees had made the first approach in a spirit of helpfulness, Cr. Hay said. The negotiations had been carried out with the utmost goodwill on both sides and with a full appreciation by both parties of the interests they represented. “Let us hope that this will be the forerunner of amicable negotiations with the other parties on the site,” he added.

The committee reported that it was in favour of actively pursuing a policy of acquiring all properties as they became available, but realised that the availability of adequate finance Was likely to be a major problem. The council agreed that the finance committee should be asked for its guidance so that all property owners in the area would be aware of the council's intentions. To consider all matters relating to the development of the town hall and civic centre project and to investigate the possibility of an architectural competition for the scheme, the council appointed a subcommittee consisting of Crs. Hay, A. R. Guthrey, G. D. Griffiths, W. P. Glue, and H. E Denton and Mr C. B. Wells.
