Pledges To Pakistan

The United States had given Pakistan specific assurances against India’s use of American weapons for any attack on Pakistan, the State Department announced today.

The announcement was made at the same time as the United States and Indian Governments published an exchange of notes obviously designed to give further reassurance to Pakistan, the Associated Press said.

The Notes specified that American arms were being supplied to India by the United States only for the purpose of fighting the Chinese and, therefore, by implication excluding their use in any dispute between India and Pakistan. The Indian Government guaranteed United States officials facilities “for the purpose of observing and reviewing” India’s use of the weapons.

India also pledged to return left-over arms to the United States when they were no longer needed in the war against the Chinese.

These various assurances were all designed to promote the possibility of some better understanding between India and Pakistan to overcome the military handicaps India now felt itself to be suffering as a result of their long dispute over possession of Kashmir, A.P. said.

Considerably more than half of India’s total military forces, it was generally understood, were tied up in the Kashmir area when they might otherwise be moved into regions threatened by Chinese assault. Pakistan is an ally of the United States in both South-east Asian and Middle Eastern alliances.
