COMPOSITE AWARDS
Opposition Of F.O.L (N.Z. Press Association) WELLINGTON, Sept. 26 If the proposed amendment to the Industrial Conciliation and Arbitration Act to bring in composite awards is proceeded with, unions affiliated to the Federation of Labour will be asked to refrain from taking part in negotiations The president of the F O L. (Mr F P Walsh) said today that this had been decided by the FO L. national council. This would make the amendment a “dead letter” if it were passed, said Mr Walsh. Delegates to the council felt that the Minister of Labour (Mr Shand) failed to realise the drastic measures contained in the proposals and he was "being taken for a ride by the backroom boys of the Labour Department.”
Delegates considered that this was the most vicious anti-trade union legislation ever introduced in New Zealand, but they sympathised with the Mtoister. having regard to the previous amendment to the act designed to introduce voluntary unionism. a-nd since which every union. including clerical workers, had obtained unqualified preference clauses, said Mr Walsh That amendment had cost the country a large sum of money and yet the results showed that no section of the people supported it.
