August 27 “The Times" today criticised the recent attack on Havana by Cuban exiles. “The foolish sortie by Cuban exiles last week is naturally an embarrassment to the United States." “The Times" said “Official policy since the disastrous invasion last year has been to concentrate on innoculating other Latin American countries against Dr. Castro's direct and indirect influence, while hoping that he will gradually be overwhelmed by domestic difficulties. “This policy is undermined by the exiles. In their demands for military action they receive sympathy and probably some help from American citizens, and it is neither physically nor politically easy to control their activities with any great severity “The results of failing to do so are well shown by last week's incident, for the main effect of it will be to strengthen Dr. Castro. “An energetically-fostered fear of attack is one of the props of his power and his main excuse for building an enormous military establishment which can be used tor internal repression. “His power is consolidated when his bogymen become real, and attention is diverted from his domestic problems." “The Times" said.
