Russia Agrees To Talks Plan (N.Z.P. A.-Reuter—Copyright) MOSCOW, Aug. 27. The Russian Prime Minister, Mr Khrushchev', has said his Government agrees with a Cambodian proposal to convene an international conference to secure guarantees for Cambodian neutrality and territorial integrity, Tass reported tonight. In a message to the Cambodian Head of State, Prince Norodom Sihanouk, the Soviet Prime Minister said he hoped the Governments of the other countries which attended last month’s 14nation Geneva conference on Laos would also agree to the Cambodian proposal. The Soviet Government was willing to take part in such a conference, he said. Tass said a message from Prince Norodom to Mr Khrushchev containing the Cambodian conference proposal claimed Cambodia had for several yeans been the object of plots, sabotage, blockade, and aggression on the part of neighbouring states which were militarily much stronger.
