TEST BAN TREATY ‘Russia Nearly Tied Down ’

(Ai.Z. Press Association—Copyright) LONDON, August 28. The United States and Britain have come “within an ace” of tying Russia down on a nuclear test ban treaty with the draft treaties tabled yesterday, “The Times” said today.

These treaties made every concession to the Russian point of view except in leaving a loophole for underground tests, the newspaper said in an editorial. The Russians insist that there should be a moratorium on underground tests as well. This the West wM not allow, on the grounds that a breach could not at present be detected. The newspaper said that if a partial test ban treaty with a moratorium on underground testing came into force tomorrow the ‘‘Russians could run r» further’’

Although all underground

tests could not at present be distinguished from earthquakes. it “will probably be possible in a matter of months. “If the Russians do not want a treaty, the West can prove it completely at negligible, temporary risk,” “The Times" added.
