Scottish Home Rule
(Special Crspdt. N.Z.P.A.) LONDON, August 21.
Committees are being set up all over Scotland and thousands of volunteer collectors are being recruited in an effort to raise £1,000,000 to finance a plebiscite on Scottish self-government, it was announced at a meeting in Glasgow. The plebiscite will be conducted by secret postal ballot and operated on the electoral roll for Scotland.
