Japan To Ask U.S. (N.Z. Press Assn.—Copyright) NEW YORK. August 19 Japan announced today it would open negotiations later this month with the United States on the possible use of American communications satellites to telecast the 1964 Tokyo Olympics, the Associated Press reported from Tokyo If the Japanese got United States agreement, they planned to broadcast the Olympics on an “experimental basis” throughout the world, according to Postal and Communications Ministry officials They said Japan had unofficial information that more United States satellites would be shot into orbit in the future Telstar. the first communications satellite put in orbit, is too low to receive signals from Japan.
