Jurisdiction Refused (N Z Press Association) XV ELLINGTON. Aug. 9 The Government Service Tribunal, in a decision released today, xieclines jurisdiction in respect of an application by the Post-primary Teachers’ Association seeking an order prescribing rates of remuneration for school certificate examiners. The tribunal found tha’ teachers working as school certificate examiners were engaged in a secondary occupation. working under an a-rangement distinct from their regular employment. On this basis the matter did not come within the tribunal’s statutory jurisdiction The tribunal also found that teachers engaged as ex.aminers were not employees of the Departmen’ of Education in the usual sense of the word. The two employees’ assessors. Messrs J. W G. Davidson and M. A Bull, signed the tribunal's decision, saying they were not prepared to disagree with the legal ruling that the claim was outside the ‘ribunal’s jurisdiction. They added, however, that they regretted the tribunal had not been able to consider the claim on its merit appeared the teachers’ complaint could be considered by the tribunal as arbitrator. with the consent of the parties, they said.
