Aug 3 The chief United States disarmament negotiator MArthur Dean, will fly back to the Geneva conference today with new and more effective arguments for a test ban treaty Mr Dean said yesterday that President Kennedy's offer of new concessions for a nuclear test ban would strengthen his hand at the Geneva discussions “I think the President’s statement will enable us to sound out the Soviet Union and determine if it is interested in effectively controlled disarmament with the genera! obligatory principle of onsite inspections “The new data resulting from recent tests (underground tn Nevada), and th» Pres'dent's statement will give us a number of new arguments and will be very effective.” he said Mr Dean spoke to reporters after briefing members of the Senate Disarmament Sub-committee Mr Kennedy told his press conference this week that “important new technical assessments" promised a simpler and more economical means of detecting underground explosions He said this offered possible easier terms tor Russia in talks on policing a ’es‘ ban. But the President added that Russia must accept in principle on-site inspections on Soviet soil.
