August 1 Australia had been caught unprepared for a possible transfer of Dutch New Guinea to Indonesia by next May. the Canberra correspondent of the Sydney “Sun" reported The only preparations the Administration had made to protect Australian interests in the eastern half of the island were a check of the yetunmarl ed border, and the immunisation of the population against smallpox, the report said. The Australian Government would now be forced to direct immediate attention to the preparation of an agreement for the entire island with Indonesia, covering such questions as defence, health and quarantine, communications. customs, and preservation of the border The a reement could be on the lines of a non-aggres-sion pact hinted at by the External Affairs Minister 'Sir Garfield Barwick) on his return from Indonesia recently. It would be more positive and legal than the current 1957. agreement with the Netherlands, which was more in the nature of a ‘good neighbour" agreement, the report said.
