Requirements For Safety
A satisfactory report on fun-fair appliances by a qualified mechanical engineer would be required before public building licences were granted for the Addineton ®how Grounds, the City Council agreed last evening. The council sought the advice of the Marine Department after the breakdown of an appliance during ‘he lasi* Agricultural and Pastoral Association show. The department replied that it had no statutory responsibility fob-fun-fair appl'ances which did not come within the scope of the Boilers, Lifts and Cranes Act. The department suggested that if the Labour Department did not inspect the appliances. an officer of the Cit.v Fncineer’s department could inspect them or the owners of the appliances eould be required to produce a certificate of safety from a qualified engineer The Labour Department declined responsibility for the inspections. If inspection was not undertaken by the City Engineer, it appeared that the only course would be for the council to issue the licence subject to the condition that appliances be inspected by a qualified engineer after their erection and before use by the public, a~d that a warrant or certificate of fitness be lodged bv him with the licensee, said the assistant chief city inspector (Mr J R. McGeorge). A further condition eould be that the licensee be requested to take out a public indemnity to cover accident risk, he said.
