Support Given System (Parliamentary Reporter) WELLINGTON, June 7. The Select Committee on Delegating Legislation does not agree with those who contend that the practice I J which Parliament passes over to a designated subordinate authority th' power to make regulations, rules and orders is either wholly, or even substantially, bad in itself. This conclusion is contained in the report of the committee tabled in the House of Representatives today. “The practice when properly employed has certain very definite advantages.” said the report. “It is indeed inevitable and must be regarded as a necessary attribute of Parliamentary Government.

“Even though there are some risks incidental to its employment, they are not so serious as they are sometimes said to be. But some safeguards are required if the country is to enjoy the benefits of the practice without the possibility of abuse.”
