APPRENTICE CONTRACTS

Attitude Of Committees A resolution asking that before the executive council of the Master Builders’ Federation sent out details of incentive payment schemes it investigate the attitude of local apprenticeship committees was approved at the federation's annual conference yesterday. Mr R. L, Harper (Otago) said a prominent Dunedin builder had his application for an apprentice refused by the local apprenticeship committee because he operated an incentive payment scheme with his tradesmen.

The president (Mr J. C. Mackersey) said he thought the apprenticeship committee had exceeded its jurisdiction. It could only refuse an application for an apprentice if the employer could not provide adequate training. He said it was possible that the Otago committee had confused incentive payment schemes with labour-only contracts. These types of contracts could not be carried out by apprentices.
