Accord On Moves Against Cuba

PUNTA DEL ESTE (Uruguay), January 29. Western Hemisphere Foreign Ministers agreed last night to draft a six-point declaration attacking Dr. Fidel Castro’s Cuban Government and creating machinery for economic sanctions against Cuba.
Although the declaration fell short of Washington's goals, United States sources predicted it would be solidly backed by a substantial majority of the 20 American Republics and achieve “eminently effective” results. The agreement broke a week’s deadlock on what action to take against Cuba, the Associated Press said. Informants said delegations would be permitted to vote for or against each part of the final resolution Nearly unanimous support was expected for all but the strongest sections, A.P said. The key point was the introduction of voluntary measures to be taken by indi-
vidual countries—rather than mandatory steps—under the Charter of the Organisation of American States. This left the door open for members of the “go-easy” seven-nation bloc, led by Brazil and Mexico, to sidestep the declaration’s harsher aspects. But a United States delegation source expressed confidence that at least 17 nations would vote for the even more drastic steps embodied in the declaration. , The unofficial outline of the points was:—
