Soviet Arctic City Plans (N.Z Press Assn.—Copyright) LONDON. Dec. 27. Leningrad town planners have designed an Arctic city with an artificial climate to be built in the Soviet far north, Moscow Radio reported today. The arctic city would be constructed on a single foundation raised three feet above the permanently frozen soil. An enormous dome of transparent plastic material would cover the central part of the city, the Associated Press reported. Moscow Radio said that under the dome would be a park, a stadium, a concert hall and a restaurant and a cafe. Adjoining would be a wide gallery with a parkway lined with lawns and decorative shrubbery.
