KATANGA CRISIS
Delegation For Talks (N.Z.P. A.-Reuter—Copyright) ELISABETHVILLE. Dec. 26. Katanga will, after all, send a Parliamentary delegation to Leopoldville on Wednesday for constitutional talks with the Congolese Government. The Congolese Prime Minister (Mr Adoula) had threatened the use of force against Katanga if the M.P.’s did not arrive on Wednesday, said the British United Press. The Katanga National Assembly will meet on January 3 to consider the Kitona agreement, according to a Government statement. The statement said that the United Nations had agreed to facilitate the arrival of deputies from North Katanga, who are bitterly opposed to the regime of President Tshombe. Some of the hundreds of refugees from Katanga reaching Rhodesia report that the lack of water in the city is giving rise to fears of cholera or typhoid. Elisabethville has now been without water for 13 days with the consequent blockage of sanitation facilities. Only barrels of rainwater are available for washing. Boiled rainwater is used for drinking. Dogs, abandoned by refugees. are roaming the streets without food, leading to the fear of rabies.
