The State Department said yesterday the United States had rejected as “unacceptable” the Soviet Note demanding the arrest of the West German, General Adolf Heusinger, chairman of the N.A.T.O. Military Committee, for “war crimes.” The State Department spokesman (Mr Lincoln White) told reporters the Soviet Note, dated December 12, was returned to the Soviet. Foreign Ministry on December 15.
