Withdrawal Threat

The Italian Government announced tonight it would withdraw its airmen and soldiers from the Congo unless the United Nations promised specific measures for their protection, United Press International reported. The announcement, viewed by observers as an ultimatum to the United Nations, came at the end of a Cabinet meeting. The Italian announcement did not specify what protection measures it was demanding.
