BOWLES MOVED TO NEW POSITION
Changes In U.S. State Department Announced
(N.Z. Press Assn.— Copyright) HYANNIS PORT (Massachusetts), November 26. President Kennedy tonight announced the shifting of the United States Under-Secretary of State, Mr Chester Bowles, to another State Department post. A statement read to reporters at the week-end White House at Hyannis Port by the press secretary, Mr Pierre Salinger said Mr Bowles was being moved to a new high policymaking position, details of which would be announced later.
The movement was one of 10 in the Kennedy Administration, all involving shifts from one post to another, but without anyone actually leav- ! ing the Government, Another move was that of Mr Averell Harriman, at present a roving ambassador, to be Assistant Secretary of State for Eastern Affairs. Mr George McGhee, now counsellor at the State Department, and chairman of the department’s policy planning council, was named as Under-Secretary of State for Political Affairs. The changes, which involved members of the State Department and White House staff, were made “in order to provide a more effective matching of people with responsibilities.” the White Housg statement said. Mr Bowles, a former Governor of Connecticut, Congressman and Ambassador to India, served as chairman of the rules committee at the Democratic national convention which last year chose President Kennedy as its candidate. There had been persistent reports in recent months that he would be moved from his post as Under-Secretary of State. Other changes announced tonight were: Mr Walter McConaghy, currently Assistant Secretary of State for Far Eastern Affairs, to get a high ambassadorial post. Mr Richard Goodwin, currently deputy special counsel to the President, to become Deputy Assistant Secretary of State for Inter - American Affairs (this post is not filled at present*. Mr Brooks Hays, now Assistant Secretary of State for
Congressional Relations, will join the White House staff as a special assistant to the President. Mr Frederick Dutton, Presidential assistant for Cabinet affairs will succeed Mr Hays in the State Department post. Mr Timothy Reardon, administrative assistant to the President will assume , Mr Dutton’s post Mr Walt Rostow. deputy i special assistant to the i President for national i
security affairs, will succeed Mr McGhee as counsellor and chairman of the State Department's policy planning council. Mr George Ball, now Undersecretary of State for Economic Affairs, was named as Under-Secre-tary of State. Mr Salinger said in reply to a question—the only one he would answer—that he r.ssumed all those involved in the changes had been notified.
