Statutes Amendment Bill Has 86 Clauses

WELLINGTON, Oct. 22. . From January 1, 1962, persons other than New Zealand citizens must hold entry permits to enter the Dominion. Provision for this is included in a Statutes Amendment Bill, introduced in the House of Representatives on Friday. The bill contains 86 clauses, almost all of which are on different subjects. At present, permits must be held by persons other than “those of British birth and parentage.” Those who arrive as migrants under a Government scheme, armed forces and naval sailors, transient merchant sailors and those accredited by other Governments remain exempted. Other provisions of the bill include:— Judicial Salaries. The salaries of the Judge and additional Judge of the Arbitration Court and of the Judge of the Land Valuation Court are increased from £4OOO to £4250 retrospective to April 1. The salary at the new rate for the Land Valuation Court Judge is personal to the present holder of the office. Property Rights.— Title to or possession of property between husband and wife may be decided by a magistrate if the husband or wife, or both, are dead. At present the Court has no jurisdiction after the death of the husband. Sea Safety .—■Rules may be made for the safety of fishing boats, including their manning, irrespective of length. Existing powers are limited to boats of up to 60 feet. Aviation Inquiries. The Minister in charge of Civil Aviation is authorised to name commissions of inquiry to investigate the administration of civil aviation. Dog Fees.— Local bodies which both register dogs and conduct hydatid control may combine the separate fees now payable. Rural Electrification.— The proportion of gross yearly income which may be levied on electric supply authorities for rural reticulation funds is raised from one four-
hundredth to one twohuiidredth. Fire Services.— The reward which may be offered for information leading to conviction for false fire alarms is raised from £5 to £2O. Gaining.— The Totalisator Agency Board may invest its funds as it sees fit. Conditions and restrictions may be imposed by the Minister of Infernal Affairs when approving small raffles by certain organisations. Hospitals.— Hospital boards may use cheque-writing machines. Their annual accounts are to be prepared on the basis of receipts and payments; not. as at present, on income and expenditure. Physiotherapy.— The definition .of physiotherapy is extended to embrace exercises and massage to alleviate obstetrical conditions or promote health during pregnancy and childbirth. Hotel Board.— The number of directors on the Tourist Hotel Corporation is increased from five to seven. The two extra directors will be named by the Government. Savings Banks.—Trustee savings banks may introduce a beneficiary nomination scheme for depositors, already inaugurated by the Post Office Savings Bank. Valley Authority.— The Waikato Valley Authority
may direct borough and town councils to make and levy rates for flood protection works on a uniform scale. The councils may at present do so on a graduated scale according to classification of lands. Petrol Rebates.—Launches, other than fishing launches, will be entitled to rebates of Is 3d a gallon on motor spirits, as are farmers and industrial users. Transport Authorities.— Deputies to the transport licensing appeal and the transport charges appeal authorities may be appointed where the authorities are incapable of acting or where they feel it is improper or undesirable that they should hear any particular appeal. Electricity Funds.—Payments from the Electric Supply Account may be made for the promotion of safety, efficiency or economy in the use or application of electricity. Stock Remedies.—Because certain ingredients in stock remedies leave harmful residues in meat and primary produce, registration of stock remedies with these ingredients may be refused. Registration of any stock remedy already registered may be revoked. Rivers Control.—Grants or loans from the Soil Conservation and Rivers Control Council no longer need be repaid if land is disposed of without written authority within periods specified by the council.
