In future, except where envelopes are used, the wrappings of commercial and printed papers' and packets (inland and overseas) may be fastened with adhesive tape, or gummed, on the understanding that this does not hinder the opening of the package for examination of the contents. The total sealing of the article is not permitted unless the letter rate of postage is paid.
