Recommendations on how self-determination can be achieved in West New Guinea were expected to be made by 'the New Guinea Council during this term of Parliament. Queen Juliana of the Netherlands said today in her Throne Speech opening the new Parliamentary session at The Hague.

Holland believed the New Guinea population must be able to seek its own future “untrammelled and free from threats,” she said. The New Guinea Council is West New Guinea's first representative body. It was installed bn April 5. Queen Juliana* said: “Unfortunately talks with Indonesia on the future of Dutch New Guinea have not appeared possible, because Indonesia has made condi-

tions which conflict with the right of self-determination. “The Government also finds it regrettable that Indonesia should have severed the very last—if indirect—contact with Holland.”

The Queen was referring to the ending by Indonesia of the protection of Dutch interests in Indonesia by Britain after the breaking off of diplomatic relations.
