Nehru’s View On Outcome (N.ZJ’.A.-ReiUwr— Copvright) NEW DELHI, Sept 1A The Indian Prime Minister (Mr Nehru) said at a press conference yesterday, in a comment on Western access to Berlin, that “somehow or other” the West would have to deal with East Germany, “If you can go through certain territory which undoubt* edly is East Germany, you have to deal with that Government somehow or other,” he said. “Chi that hinges the question of access to West Berlin.” The right of access was incorporated jn the international treaty and “the people who signed it are responsible for it.” Mr Nehru said he did hot think the United Nations General Assembly should discuss Berlin. It should take up the question of war and peace. On nuclear weapons, he said he was not opposed to a limited ban on tests in the atmosphere, provided it led to a ban on other types of testing and did not sanction underground tests. The danger of a limited ban was that it might make the Powers concerned “complacent” about other kinds of testing. Mr Nehru said he had told the Soviet Prime Minister (Mr Khrushchev) of his disappointment at Soviet resumption of nuclear tests. He said that during his talks in Moscow 10 days ago, Mr Khrushchev made it perfectly clear the Western Powers could have, any disarmament controls they liked. “In fact discussing this question of controls, Mr Khrushchev took a fountainpen lying there and gave it to me and said: ‘Write down a list of controls and I will accept all that, provided it is total disarmament’.”
