N.Z. Delegate Speaks (N.Z.P. A. -Reuter—Copyright) NEW YORK, August 25. New Zealand said yesterday the United Nations must “assert the principle” that no State can legally maintain forces in another country without that country’s consent. The New Zealand delegate (Mr Foss Shanahan) told the special United Nations Assembly session on the Bizerta dispute that it should avoid any action which might deepen the estrangement between France and Tunisia over the Bizerta dispute. Mr Shanahan did not specifically say how he would cast New Zealand’s vote on the resolution before the session. Mr Shanahan also declared that as members of the United Nations both France and Tunisia were "bound to comply with" the Security Council’s interim decision on a cease-fire and troop withdrawals The resolution seeks to have this injunction reaffirmed. It was “imperative” that the decision be fully implemented and that “all parties refrain from provocative acts,” he said.
