The captain of a Cuban vessel lying off Norfolk has appealed to President Kennedy to hold the ship in United States waters until the families of his crew members can get out of Cuba. The United States State Department has received a request from the Cuban Government for the return of the ship, which sailed to Norfolk on Thursday night with Captain Jorge Navarro and 10 of his, crew seeking asylum. They have been taken ashore pending a decision on their status. The remaining 23 crew members are still aboard. The vessel has remained under Coast Guard control all this time, and the State Department has asked the Court to free it.
