APPEAL TO PRESIDENT

Cuban Ship In America (N.Z. Press Assn.— Copyright) NORFOLK (Virginia), August 21. The captain of a Cuban vessel lying off Norfolk has appealed to President Kennedy to hold the ship in United States waters until the families of his crew members can get out of Cuba. Meanwhile, a Federal Court at Norfolk will resume a hearing today on whether the Cuban ship, the Bahia de Nipe (3800 tons), ean be detained in Upited States waters for settlement of debts against its owners. The United States State Department has received a request from the Cuban Government for the return of the ship, which sailed to Norfolk on Thursday night with Captain Jorge Navarro and 10 of his, crew seeking asylum. They have been taken ashore pending a decision on their status. The remaining 23 crew members are still aboard. The vessel has remained under Coast Guard control all this time, and the State Department has asked the Court to free it. Captain Nava.ro told reporters last night that he had written to the President asking for the delay so that families of those seeking asylum could get away from Cuba. He said he hoped there might be a reply today.
