Threat By Congress (N.Z.P.A.-Reuter—Copyright) LUSAKA (Nthi Rhodesia). August 22. The Northern Rh: lesia African National Congress said in Lusaka yesterday that it would be compelled to take “big action” unless its demands for c' anges in the territory’s new Constitution were met by next month. The statement was issued by the Cong .ss Deputy Secretary (Mr John Banda) after more ..oops had left Lusaka by air to strengthen security forces in the northern province of Luapula. Mr Banda blamed the British and Northern Rhodesian Governments for the “ugly situation” in the Northern and Luapula Provinces. He said th' British Government had failed to say whether the Constitution had been finally settled or whether there was still room for negotiation.
